On Monday, May 23, 2016, the Joint Marijuana Legalization Committee held a public hearing to receive updates from state and local agencies on the implementation of recent marijuana legislation passed by the Committee.
After hearing from the Oregon Liquor Control Commission (OLCC), the Oregon Health Authority (OHA), the Oregon Department of Agriculture (DOA), and the Oregon Department of Revenue (DOR), the Committee ended its two hour hearing by hearing from representatives of the League of Oregon Cities (LOC) and the Association of Oregon Counties (AOC). AOC Legal Counsel Rob Bovett testified on behalf of AOC and provided the Committee with an update regarding the current status of county opt out with regard to marijuana businesses, time, place, and manner ordinances, and local option taxation. A copy of Mr Bovett’s PowerPoint presentation, which featured a series of colored maps, can be viewed here.
