The Oregon Department of Environmental Quality has published a study on a market-based approach to reducing Oregon’s greenhouse gas emissions. At the direction of the Oregon Legislature and with extensive input from stakeholders and the public, DEQ analyzed how a market-based compliance mechanism commonly known as “cap-and-trade” would work in Oregon. The study drew on research used to design existing cap-and-trade programs, including California and the Regional Greenhouse Gas Initiative in the Northeast US.
