For several sessions, legislation has been introduced to establish a state-wide drug take-back program. This session, Representative Sheri Schouten is leading the charge on this issue through HB 3273. Association of Oregon Counties (AOC) Legal Counsel Rob Bovett worked closely with Rep. Schouten in previous sessions to carefully craft policy around this issue. HB 3273 is a redraft of their work from the 2017 Session (HB 2645). The bill would require prescription drug manufacturers that sell prescription drugs in Oregon to develop and implement a drug take-back program allowing for individuals who wish to safely dispose of drugs to do so. The program must include drop off locations and mail-in options for frontier areas of Oregon. AOC has taken a position of support on this language and similar iterations of the bill in the past.

On March 21, the House Committee on Health Care held a public hearing on the bill. At this time it is unclear what modifications will be agreed upon by all stakeholders, but meetings are continuing for further negotiation on the program. Bovett continues to be the voice for AOC as amendments are discussed between stakeholder groups.
