Linked below is the most current version (9.3) of the Revenue Planner that was demonstrated at the AOC Transportation Steering Committee Meeting on May 1. The Oregon Department of Transportation (ODOT) has developed this spreadsheet to help legislators and stakeholders visualize the content and timing of the transportation funding package under consideration by the Legislature.

On Monday evening (May 8) the Joint Transportation Preservation and Modernization Committee met and received a presentation that included  a “straw man” proposal, based on the recommendations of the five work groups.

The power point contains more background information on the shape of the “straw man” proposal.

This “straw man” is outlined in the linked version of the Revenue Planner. It will be the subject of a discussion by the full committee on Wednesday evening, May 10. The results of the May 10 discussion will inform the drafting of legislation that will be introduced to the full Legislature.

Of particular interest to county commissioners are the layers titled “Average Annual Distributions” and “10 Year Distribution Summary.” As you explore these layers please bear in mind that these are conceptual numbers, based on the 50(state)/30(counties)/20(cities) split.

Not included (for example) are: funding that will be taken off the top of the revenue package (before the three way split) to cover costs related to administration and implementation of new and existing legislation; the OACES/AOC proposal to redistribute $5 million of the counties’ share of the revenue to high road mile/low registration counties, etc.

This is a draft proposal and should not be interpreted as actual, final numbers. It is offered for discussion purposes only.

Please also consider that the funding under discussion in this package will be in addition to revenue already raised by current gas/PUC taxes, registration, licensing fees, etc.
