Association of Oregon Counties (AOC) worked with Renewable Northwest over the interim to develop a policy allowing to streamline energy siting for renewable energy. This resulted in HB 2329. Oregon counties currently review smaller scale renewable energy projects. Under the proposal in the bill, developers would be empowered to select which process they prefer between the Energy Facility Siting Council (EFSC) and county processes for larger scale renewable energy projects. Counties adhere to strict standards within the land use permitting process and would continue to do so under the bill. Opening up the option for developers to work with counties on large scale projects, where counties already have the tools to review renewable energy projects allows the siting process to move more expediently, efficiently, and cost effectively, and helps the state achieve its goals in carbon reduction and greater levels of renewable energy.

AOC Legislative Affairs Manager Doris Penwell testified in favor of the bill in February. In early March, Morrow County Commissioner Don Russell, Morrow County Planning Director Carla McLane, and Crook County Community Development Director Ann Beier testified in favor of the concept as well.

The bill is scheduled for a work session and is expected to be voted out of the House Committee on Energy and Environment on March 28.
