The most recent State Highway Fund receipts released on January 18, 2021 brought good news for counties. After months of decreased revenue, January receipts illuminated a 10.36 percent return above the Oregon Department of Transportation (ODOT) COVID-19 forecast. 

While the increase was an unanticipated but pleasant surprise from adapted COVID-19 projections, revenue losses are still being incurred due to COVID-19. Overall, receipts for the fiscal year (2020-2021) fell close to $1 million below pre-COVID-19 projections. 

The January payments represent November revenues (due to the two month lag from when revenue is collected and when receipts are issued), where weekday traffic was down 12 percent and weekend traffic was down 15 percent, on average. Next month’s payments will contain December’s receipts, where weekday traffic was down 12 percent and weekend traffic was down 17 percent, on average. 

The Association of Oregon Counties (AOC) is continuing to monitor ODOT State Highway Fund forecasting and receipts. The next receipts are expected to be released mid-February.
