The Oregon Public Utility Commission (PUC) will be working over the next year to implement the requirements of House Bill 3065, a bill requiring the PUC to conduct a public process to examine the state of the telecommunications industry and customer needs across the state.  One part of the investigation will look into the carrier of last resort obligation that requires an incumbent local exchange carrier (ILEC) to provide telecommunications service to all parts of its allocated service territory, including the hardest-to-reach customers. The PUC plans to conduct meetings in Salem and throughout the state to help determine whether administrative or statutory changes are needed to keep up with the state of the telecommunications marketplace.
