The 2022 Transportation and Growth Management (TGM) program planning grant application period is now open. The packet and contact information can be found on the TGM planning grants page.

Applications are due July 28, 2022; award announcements will be mailed in September.

TGM grants provide planning resources to help Oregon jurisdictions address transportation, land use, and growth management issues in their communities. Proposed projects may be submitted for either of two grant categories:

  • Category 1 grants relate to transportation system planning (TSP), either complete TSP, TSP updates, TSP refinement plans, individual TSP elements (such as bike and pedestrian or transit plans), and safe routes to school-related infrastructure plans.
  • Category 2 grants are to do integrated land use and transportation planning, including area plans, downtown plans, and concept plans for areas being brought into an urban growth boundary.

Eligible applicants include cities, counties, councils of government on behalf of a city or county, tribal governments, and certain special districts.

The total awarded amount will be approximately $3 million. Award amounts generally range between $100,000 and $250,000. Grantees must provide a match in the form of cash, staff time, monetized volunteer time, and direct project expenses.

Opportunities for More Funding

TGM grants can better position jurisdictions to receive funds under the Biden administration’s comprehensive government effort to address the housing supply shortfall. The plan cites a more than 1.5 million nationwide housing shortfall, largely driven by state and local zoning and land use policies that restrict housing density, artificially inflate prices, and perpetuate historical segregation. The consequences—burdened family budgets, limited economic growth, and an intensified climate crisis—are hitting low- and moderate-income families, and people and communities of color the hardest. 

Under the administration’s plan, jurisdictions that have reformed zoning and land use policies will receive higher scores in some federal grant processes. Fortunately, since 1993, the TGM program has supported land use policies that promote density, rural main street revitalization, and transit-oriented development in concert with expanding transportation choices. According to Biden’s plan, we’re on the right track.
