The State of Oregon’s Transportation and Growth Management (TGM) program provides grants and otherwise supports community efforts to expand transportation choices for people. Linking land use and transportation planning, TGM works in partnership with local governments to create vibrant, livable places in which people can walk, bike, take transit, or drive where they want to go.

TGM provides some grants to counties, often for county transportation system plans or transit development plans. Grant applications are due July 30, and typically awarded by November. TGM staff are happy to answer questions about the viability of your proposed project. Do not wait to seek assistance until just before the application deadline. Grants are distributed among the five Oregon Department of Transportation (ODOT) regions based on a formula that considers the population and number of cities in each region.

While the TGM planning grants have a once-a-year application date, TGM also offers four community assistance programs year-round: Code Assistance, Quick Response, Transportation System Plan Assessment, and Education and Outreach. 

Code Assistance can help identify and remove barriers to smart growth in their zoning and development codes. Planning consultants hired by TGM work with communities to review and revise local planning policies and code standards and solve specific code problems identified by the community. 

Quick Response program teams help communities evaluate development proposals in a timely manner to meet the goals of local governments, developers, and citizens. Design consultants hired by TGM identify ways to improve access to local destinations, such as schools, parks, and shops, while encouraging walking, biking, and using transit.

Through Education and Outreach-funded, community-specific workshops and public forums, TGM helps communities have conversations identify solutions to transportation and growth management challenges.

Finally, staff can assist with a Transportation System Plan Assessment, identifying key areas in need of improvement and key questions for a county to ask.
